Parish Council Meetings

The Parish Council meets approximately every 6 weeks (dates are set for about 6 months ahead), usually in the Cudmore Room in Kilmington Village Hall or, if this is not available, the Hitchcock Pavilion. Both of these are in Whitford Road and there is convenient parking in the village hall car park. Generally, Parish Council meetings are open to the public and press.

All meetings of the Parish Council are advertised on the Parish Council notice boards and on this website.


Planning Committee

All Councillors are members of the Planning Committee. Where possible, planning applications are dealt with at the regular meetings. If this is not possible a special planning meeting is called. The Parish Council is a statutory consultee for the main planning authority, in this case East Devon District Council. Residents wishing to comment on planning applications should ensure that their comments are sent directly to the District Council with a copy going to the Parish Council.

Parish Council Notices

These are displayed on the two Parish Council Noticeboards etc.
There is also space on these boards for some general interest notices advertising events in the village. These should be no larger than A4, and preferably A5. Notices for the boards may be left at Hurford’s stores or sent to any Parish Councillor or the Parish Clerk.

Allotments

The allotments are located off George Lane and there is a gate also onto Newton’s Orchard. The present rent for a full plot is £12 p.a. If you are interested in an allotment, please contact the Clerk or one of the Councillors.
There are certain rules which the Parish Council asks Allotment Holders to observe.

Tree Warden

Like many Parish Council’s Kilmington Parish Council has a voluntary tree warden. Where special works are needed on trees on Parish Council land, the Parish Council usually consults the East Devon District Council tree officer and then obtains quotations from qualified tree surgeons to carry out the recommended works.  If anyone needs the Tree Warden, please contact any member of the Parish Council.


Grass Cutting

The Parish Council has a contract with someone living locally for the maintenance of grass areas owned by the Parish Council, such as The Green, Jubilee Green, The Common and some of the areas round the village hall as well as some smaller areas.

Other authorities are responsible for other areas. For example grass at The Crescent is cut by East Devon District Council and many of the verges are cut by either Devon County Council or, in the case of those along the A35, by the consortium which manages this route on behalf of the Highways Agency.


Parish Paths Partnership (P3)


There are several Public Rights of Way in the parish. These are managed by the public rights of way section of Devon County Council in partnership with the Parish Council. Mrs. Elaine Penzer is the Parish Council’s P3 co-ordinator and works closely with the Parish Council. The Parish Council welcomes any local residents who walk particular paths regularly and who would volunteer to make them aware of any works which need to be done such as cutting back nettles or brambles or repairing stiles.



Highway Matters


The Parish Council liaises with the various authorities involved with maintaining local roads. Devon County Council is responsible for maintaining all roads in the parish with the exception of the A35 which is managed and maintained by a consortium on behalf of the Highways Agency as part of a Design, Build, Finance and Operate (D.B.F.O.) agreement with Central Government.
Any defects are reported to the relevant authorities by the Parish Clerk.
For many years the Parish Council has been trying, without success, to get a speed limit on the section of the A35 between the bottom of Gammons Hill and the top bus stop. An Action Group has now been formed in the village to concentrate on this issue.
