The Annual Parish Meeting was held in the Village Hall on the 22nd of April 2010 and was attended by 56 persons.
After an initial welcome from the Chairman, Mr Michael Collier, there was a report from the local police explaining their activities locally, in cooperation with the rest of the Devon and Cornwall constabulary and at a regional level. Whilst crime figures in Axminster were down by 17%, in Kilmington these had risen from 18 to 24, still a very small number and some, it was pointed out, had been committed by people travelling through the area. There was a further description of the activities undertaken between the police and some youths in the area to challenge them with activities to obtain a positive result.
The main talk was given by Mr Phillip Planel, from AONB, discussing his work with Tithe maps and in particular those of Kilmington from 1838-40 through to the first Ordinance Survey map of 1888 to the RAF aerial photography survey of 1946. These maps together with the apportionment data involved, relating to land use and the population, will be a significant local history resource in the future. This will be further enhanced by interviews with people from the parishes. Further access can be found on two websites Devon Historic Landscape Characterisation and English Heritage (viewpoint). The general opinion was that the talk was thoroughly interesting and informative.
The Chairman, in his report, thanked those associated with the Working Party establishing a speed limit on the A35 and within the village. He likewise thanked those presently involved in producing the Design Statement. Other areas covered concerned thanks to Alison for her work with the Village Website, a traveller update, the high number of planning applications and the disappointment that the project for affordable homes has still to make progress.
The vice-chairman gave a brief view of the playing field situation and thanked the volunteers who keep it in prime condition.
A school report showed the school to be in robust health with good results throughout. The children are involved in a host of activities and visits, some residential, that cover a wide spectrum. The school has achieved several awards over the year in the following fields including Arts, the Healthy School, Travel Plans (silver level), Modern Language and Gifted and Talented children.
Other reports given were about the Common, by the Clerk, Mr G. Hurford as representative for the Association of Local Councils, an EDDC report by Mr lain Chubb, a County Council report by Mr Andrew Moulding and a footpath report which indicated the local footpaths to be in good condition in the main.
The meeting concluded with a public forum. Questions were raised about provisions for wintry conditions in the future, raising the precept and could the council assist the Baptist Chapel in their search for a new site?
John Church closed the meeting with a thank you to the Chairman and the Parish Council for their sterling efforts for the village.
